"State Operator for Non-Lethal Acquisition" (DOT) is a state enterprise that ensures the non-lethal needs of the Armed Forces of Ukraine.
History

[edit]State Operator for Non-Lethal Acquisition officially commenced operations on December 1, 2023.[1]
DOT is the main product of the procurement reform developed and implemented by the project team of the Reform SupportOffice of the Ministry of Defence of Ukraine.
The procurement reform aimed to separate the functions of policy development and its implementation.
Formation of policy, establishment of standards, expectations from all participants in the process, as well as implementation of control - remained the function of the Ministry of Defence of Ukraine.
The policy implementation function has been transferred to a professional agency, the State Operator for Non-Lethel Acquision which is directly coordinated with the Armed Forces.
In addition to procurement, DOT's responsibilities also include market analysis, contract and supply management.
Legal Framework
[edit]State Operator for Non-Lethal Acquisition (formerly the "Procurement Agency in the defense field") falls under the management of the Ministry of Defence of Ukraine.[1]
State Operator for Non-Lethal acquisition is designated as the recipient of budgetary funds for the implementation of budget program "Ensuring the activities of the Armed Forces of Ukraine, training personnel and troops, medical support for personnel, military service veterans and their family members, war veterans" due to Resolution.[2] of the Cabinet of Ministers of Ukraine dated 03.11.2023 No. 1142.
By order of the Ministry of Defense of Ukraine dated 02.12.2023 No. 716 "On the authorization of the state enterprise of the Ministry of Defense of Ukraine "Procurement Agency in the defense field” to perform the function of the service of the state customer in the field of defense" the State Operator for Non-Lethal Acquisition is authorized to carry out defense procurements and conclude state contracts for the purchase of goods and services in part of the proven list and volume of purchases of goods and services:
- Budget sub-program 2101020/3 "Тилове забезпечення (excluding the purchase of fuel and lubricants)" of the budget program 2101020;
- Budget sub-program 2101020/19 "Purchase of fuel and lubricants" of the budget program 2101020.
On November 24, 2023, the Cabinet of Ministers adopted the final Resolution[3] for the work of the "Procurement Agency in the defense field" "Some issues of the formation of the authorized capital of the state enterprise of the Ministry of Defence of Ukraine "Procurement Agency in defense field", which approved the procedure for the use of funds for the creation of authorized capital and the start of full-fledged work the state enterprise.[2]
On November 27, 2023, the Ministry of Defence of Ukraine by Order No. 706 "On Amendments to the Statute of the State Enterprise of the Ministry of Defense of Ukraine "Procurement Agency in the defense field" approved the updated statute of the State Enterprise.
Based on the order of the Ministry of Defense of Ukraine No. 87 dated 06.02.2024, changes were made to the name of the state enterprise and the name was changed to the State Enterprise of the Ministry of Defense of Ukraine "State Operator for Non-Lethal Acquisition".
Procurement
[edit]For the year 2024, DOT is authorized by the Ministry of Defence[4] of Ukraine to cover all needs of the Armed Forces of Ukraine in the following areas: food, clothing & gear, fuel and lubricants.
Management
[edit]Arsen Zhumadilov is General Director of the State Operator for Non-Lethal Acquisition since October 30, 2023.
State manager and Crimean Tatar public figure, a senior lecturer at the Department of Political Science at the National University of Kyiv-Mohyla Academy. He has significant experience in building state institutions and reforming public procurement.
In April 2023, he led the procurement reform team in the defense sector within the ReformSupport Office at the Ministry of Defence of Ukraine. From 2019 to 2023, he served as the General Director of "Medical Procurements of Ukraine."
Arsen Zhumadilov has several higher educations. He received a Master's degree in public management and administration from the London School of Economics (London, Great Britain). He received the Master of Law and Master of Political Science degrees at Taras Shevchenko Kyiv National University. He also received an Executive Master of Business Administration at KMBS.[5]
Anti-corruption and compliance policies
[edit]The anti-corruption infrastructure of the State Operator for Non-Lethal Acquisition is based on the international standard ISO 37001:2016.[6]

- Gift and hospitality management.
- Conflict of interest management.
- Process automation and minimizing the human factor.

The State Operator for Non-Lethal Acquisition operates under the approved Anti-Corruption Program for 2023-2025.[7]
Any potential violations of anti-corruption laws or ethical norms by DOT employees or suppliers can be reported on the agency's website.[7]
